Blogs are good for SEO purposes for your site but I want to know that whether to start a blog with a site or without a site (on my site, off my site) or I should have two blogs on or off the site?

Depends on what kind of site you have. If you are running an affiliate website than you should update the content regularly to keep your customers loyal. In other words, as long as you are updating the content on regular interval and are unique and informative, you are king :)
Blogs are better crawled by the search engines in my opinion. I think putting a blog on your website puts more responsibility on the owner. Bad/poor content may damage the reputation of your website.
I differ o the first part. Forums are crawled very well too or any other site in that context. Its just the fact that u dont need to work hard on a blog to get it crawled because of "all in one SEO" plugin. Whenever i start a site, i always put more time on what i want from the site before going for SEO related stuffs. Search Engines provide some ood traffic to your site if u have some some hard work on SEO for the site, but then its what you have on your site or blog, which keeps ur vistors interested.
I do agree on second prt of your post. Content is still the King.
I would say that it's better now to put your blog on your site rather then put it on wordpress (like Bill Hartzer), since you're trying to build links to your site, not to another domain.
We have been experimenting with both to see what benefits are most beneficial. The idea of a blog being off-site but on another domain name (with keywords) and pointing back to the site you are promoting seems like it would have some potential, however, by adding a blog on to an existing 8 + year old site has the age to push the blog to a stronger position.
Both ways should have good benefit, but like others have stated in the thread - content and SEO still matter.
I have a couple of html sites linked to blogs. In each case the blog is in the root of the html site.
I usually link to the blog with a simple link called 'blog', but sometimes I link to the blog with the words 'more' or 'more articles.'
