    The New York Times reported JCPenny to Google according to the story.

    Matt Cutts goes on to say that they had missed the paid links for the last three to four months.

    He and his team had missed this recent campaign of paid links, which he said had been up and running for the last three to four months.

    The only missing link we have from the NYT "investigative journalism" is 1 - Is JC Penny's an Adwords client, 2 - If yes to 1 how much do they spend and did they get any special treatment. If no to nr 1, is this a case of "Selective Enforcement" on large company...

    According to the article, JCPenny is a big adwords client.

    I don't believe it was a case of selective enforcement. There was a mention that JCPenny had been penalized in November.

    The surprising part of the story was that Google did not detect the vast extent of the campaign considering that JC dominated a vast number of competitive search terms.

    Ahhh, or maybe they chose not too until the NYT folks forced the issue? If they have or had a big Adwords account, I wonder if it was a combination of the Times report, Google warning, and no action that resulted in the penalty?
    Thanks for the info, I can't access my own reference article again (I'm on the road again though in Europe so don't know if that's causing it to fart on me).
