All it is is this:
google has minor updates on new sites, and minor updates to toolbar rank.
But so far, no far reaching page rank updates on all sites.

In December there was a minor Panda update/(panda refresh). This may be a reason that the PR was updated for new sites. The domains were registered on Dec 19th and about a week later they were PR2 and PR0.

It seems that around every Panda update there's some sort of PR update. Perhaps because both algorithms use the same resources.

Again, there was NO page rank update!

Just a minor update, period!

To say there was a page rank update is false!

Until GOOGLE says there is an official page rank update, there is NO page rank update.

A minor PR update is still a PR update. Though I agree with you that saying "confirmed" is somewhat misleading in the scale of the update. But still PR0 to PR2 is an update.

Also, Google doesn't confirm everything. More times than not they "neither confirm nor deny".
