How can I increase PR?

Theoritically, Yes. But, I'd have to disagree on this. I've seen other factors, I never verified them but they are also important. Inbound links are probably most important ones but I'm sure they are not the only ones to be considered while assigning PR to a page.

Seriously, this is documented in The Anatomy of a Large-Scale Hypertextual Web Search Engine by Sergey Brin and Lawrence Page -- it really is only inbound links.

The exception is when Google gives you a manual PR penalty.

Then how come some pages with internal links get PR whereas many others don't? Assume same linking page(s).

That's a long page to read, will check it tomorrow :D And that page looks aged.

That's something that's stopping you from getting PR, not something else that is helping you get PR -- therefore leaving Will's statement proven true. It's probably because "some" pages don't have very many internal links, whereas "others" do.

It could be that some of those links made it into the toolbar pagerank (TBPR) update, while others missed the update.

Or, it could be that the domain in question is suffering from a pagerank penalty. Have you ever sold a link from that domain?

It should, it's the original design document for Google.

Google Page Rank is based on back links. Back link are links pointing to your website from another website. More back links you have the higher PR will be.

There are many ways to improve your link popularity among them some of are as follows:

1) Writing and distributing Articles.
2) submitting your website to Link Directories.
3) Posting on forums that allow a signature containing a link
4) Commenting on other people websites and blogs
5) Social Bookmarking.
