The steps for promotion are good ones. The only thing missing is to build authority and trust. But in an seo contest, it wouldn't be so much a factor.

Digg, twitter. I had a tech blog which i actually shut down yesterday because i was busy with my hosting company i got few hundred visitors everyday by basically tweeting the latest new on my site.

You can use twitterfeed to do that automatically.
