I have a new blog and I want to build links.. so how can I get high PR links.. which gives me good backlinks and good ranking for google.

Link exchange would be your best bet. Getting high PR links is difficult. If you've got a good site with good content people will be willing to link to you, even if your PR is low.

It's difficult to get high PR links. If your site/blog has very good and unique content try submit it to big directories such as DMOZ and yahoo directory. And you can try buy some high PR links to make your site to have good PR , and then exchange links with other high PR sites.

Buy some links for a good start, and when the time comes, you will be the one selling links.

If you want to get high PR backlinks, find high PR forums and start posting with your website as your signature or buy quality links from high PR blogs/websites...

There is several options to get a quality free back links.
1. Post in to signature on good ranking forum
2. Post a replays on blogs
3. Add your site into free directory
