You can check which one people are searching for more using a keyword tool then use that one.
On many developers' and domainers' blogs/forums I see ' city+keyword' used more often then 'keyword+city'.
However some keyword tools reveal 'keyword+city' searched for more often. Perhaps it depends a bit on the language used and the local culture?
Personally, I would compare data from keyword tools to determine which order has the most searches and use accordingly.

For the research that I conducted "city+keyword" is the best keyword order for SEO.
The any variable that I found was for a city like Los Angeles where the reverse order "keyword+city" had a higher search volume. I beleive that the reason for this is that Los Angeles has "sub-cities" so the seacher probably just keeps adding the location to the end of the keyword.
For instance someone searching for an divorce attorney starts with divorce attorney Los Angeles then continues with divorce attorney Hollywood, divorce attorney Santa Monica, divorce attorney Beverly Hills etc
I will suggest yo to go with keyword+city..

Don't believe those tools. I checked this tool and promoted my site for Keyword A for which it was giving higher search volume than Keyword B. And My site ranked second on Keyword A and I start receiving some traffic.. But later I promoted my site for Keyword B. and I ranked on second. and Now my site is receiving higher traffic from Keyword B than Keyword A...![]()
You should also be careful. Maybe it will be better to choose keywords that have less traffic because it will be easier to position yourself on Google's first page. Let me explane, if you choose the word that has 500 searcher for month and you get to first position for that word, you will have 500 visitiors for month. But if you choose keyword with 50.000 searches for month you have to do the hell of the work to position yourself like you want to. For me, it's easier to have more keywords with less searches than one keyword where you'll have to do a lot work and you can't be sure that will be like you have hoped.
