I think they are effective to a certain extent; however after a while it is more the content that attracts people.

You should definitely use the description meta tag, or use the noodp robots tag.

Yes, the search engine technology is developing very fast. Meta tag is important previously to helps search engine to detect the "keyword" but now the search engine is smart enough. So, forget about meta tag

That would have been correct if you made that post 7 years ago. Now, the most important is optimized title tags and description.

I don't use tags like "keywords" or "robots" because those won't help me rank any better. I do use the description meta tag because Google uses it to show my page descriptions. It doesn't make me rank higher but it helps me get more people to clickthrough to the site when they see a relevant description.
