Pretty much, same like them not showing all of your backlinks.
Lately I'm noticing more and more top sites that get a funny pr like 3,
e.g. look at Steve Pavlina’s Personal Development Blog, he's likely the most famous blogger ever and has hundreds of thousands of backlinks - all natural, but the blog and site is pr3. I don't see any of his blog's pages that are above pr3, yet pretty much on any related keyword his posts come up first in google.
Did google just figured they'd keep the pr and update it randomly to distract the webmasters from the really important things?
It seems that Google has let hand-editing of PageRank and of the SERPS go wild.
I can't imagine that a computer could screw things up this badly.
It does seem a joke and people who purchase links or ads based on PR alone will not get very far. I'd take a PR0 link with 10,000 readers/subscribers/visitors over a PR7 link with minimal traffic any day.
