Are paid traffic offers a scam?

I have seen a lot of paid traffic offers lately, and I'm wondering if they are a scam? If not, what information can you offer on using paid traffic services, and will it get me banned from adsense, etc?

I've done a couple of tests, and both resulted in zero "human" visitors and zero revenue.

Ah. Because I saw this company that CLAIMS to give you 30,000 visitors from different IP addresses as well as about 2% of them click ads. Hm.....

I wouldn't even think about buying traffic unless they gave me 30,000 images of the people visiting the site with them holding up a sign that has the words "yo dawg"... or there name. Then I may, you never know.

I have tried this method in the past - buying traffic from websites, that is.
Absolutely nothing came of it. Do you hear me? Nothing! Don't waste your time.

One thing I do recommend, however, is any sort of traffic exchange. I use EasyHits4U.
It brings me a nice amount of human traffic, and I've had multiple occasions where that traffic converted.

Anyway, I just posted a list of ways to get traffic for free on my blog today:

Organic traffic alone can be useful to you...

Buying traffic will not help you to improve your sales or profit....

Buying traffic, if its real, might give you a few ad clicks, but it cant justify the expenditure i wouldn't have thought
