They must be, or advertisers would stop doing it.
But... if you look at the advertisers who are promoting with popunders... you usually find high-margin affiliate programs pushing low-quality products. Most of the products seem to be aimed towards a target market of slightly retarded consumers.
If that's your niche, I say give it a try!

In come cases that is a logical way to go about things. There is a city in South America...Sao Paolo I believe, that doesn't allow ads.
Yet, it remains one of the richest cities. I think they are on to something!

Of course they have the internet, but no ads on the outside are allowed. For major companies, billboards and ads in huge cities are a large part of their marketing. Internet too. I'm sure the city has restrictions on internet ads though. Wouldn't know.
If you decide to use that method, just be aware that this really does annoy your site visitors. Plus like 80% of people have popup blockers which cuts revenue a lot.
In the '90s maybe this would have made you a bit money, but not really now.
That is however just my opinion.
Personally I would look for other methods. Here is one:
Add a name and email box. Make a point of regsitering them (empathize that in some way). Then email them say twice a month with CPA offers(anymore that that will just annoy people).
