Basically you are talking about off-page SEO and ignore the on-page SEO. On-page SEO is also important, On-page SEO including

    - Title tags

    - H1s/headlines

    - Meta descriptions

    - Crawlable links

    - Internal navigation

    - H1. H2 tag

    etc

    I'll detail everything lifeplayer said.

    - Title tags

This is most likely the most important thing. Although Google progressively makes this less important, it's good to have a keyword-rich, descriptive title. Assume your forum's name is "My Cat's Forum." Having a title like "My Cat's Forum - A community dedicated to our feline companions" is better in the long run than just "My Cat's Forum."

    - H1s/headlines

The h1 tag (if used) should only be used once and should be descriptive. In my website, "The Sessionists," I just say something similar to my title tag. Check it out.

    - Meta descriptions

It's good to have meta descriptions, as when you're listed on Google, Bing, Yahoo! Search, etc., your description is the Meta description. Meta keywords and the other stuff aren't as important these days, but they don't hurt if you put them there.

    - Crawlable links

If you run software (like Wordpress, phpBB, MyBB, etc.), I'm sure there are SEO modifications that can do this. Google seems to prefer to crawl my-cats-page/ or my-cats-page.html rather than index.php?topic=352 or something like that.

    - H1. H2 tag

He said it already. The h2 tag can be used more than once and are used to describe the h1 tags basically.

Other than that, remember not all links are created equal. A natural link (a link a human would click) is usually better off than footer/affiliate links. Hope that helps.

I think you guys said it all! Its true that search engines prefer static pages and dynamic pages can be seen as static through the usage of the Apache mod_rewrite. And most of the blogs and forums use mod_rewrite already.
