1) Caffeine is a overhaul of the Google File System (GFS)
2) Caffeine is a new algorithm
3) Caffeine is a new infrastructure
Caffeine is faster and emphasizes speed. As I undestand it it, Google will index more pages and sites that are lost out there.
What many are not understanding ( not all by no means) is that Caffeine is coming out in fazes. Since this is a major infastructure change then it will not be a traditional rollout. Many aspects have already come out such as indexing speed etc. What people are watchiung now are what are dubbed caffeine data sets. These data sets can be found on one data center as mentioned above. I personally feel that it will remain a test data center and may never roll out per say. Some days it may match Google.com and others it may not. These are my thoughts on Caffeine. I have been following the tweaks since Sep 2009.

What I think is that Google is not ready to go live with caffeine due to the "law of unintended consequences". I believe that thety want to thoroughly test the new algorithm and attain a measure where the current index and the new caffeine index are more or less close in the search results that are returned.
At some point the new caffeine algorithm will need to be deployed. Due to the fact that as part of the new infrastructure, Google has written a new Google File System (GFS).
