It's that "cost of compliance" which makes small business uncompetitive with big business. It stifles innovation by creating a barrier to market entry. If effectively protects existing businesses in any market from newer competitors.
Except -- it doesn't protect them from foreign competitors who aren't subject to the same
intrusive government bureaucracy.
In the short term, it hurts American small business -- in the long term it hurts all Americans businesses.
