Site on Google Redirects - Is this allowed?

I'm assuming this falls under "Cloaking",

Unblock-Facebook.net is currently #1 on Google for 'unblock facebook'. When you visit it, however, you get redirected to zbypass.com, xbypass.com, ebypass.com, etc etc.

The cache, shows something different though: Unblock facebook proxy | Facebook unblock

Does this fall under cloaking? The listing has been up forever, so Google isn't doing anything about it - and this guy is getting a LOT of visitors from it. Could this be a way to combat trademark infringement, but still get the really good listing for the keyword?

I was not redirected. Perhaps their script redirected you based on certain criteria like server load, location, etc. The site was painfully slow when I tried.

I have never seen their actual site except for the cache (I've tried many times in the last month or so), and it's always a different redirect.

Another domain of theirs that does the same thing is www.surfblocked.net

Use a proxy to visit the site, probably works only in US, maybe Canada, UK but the IP redirection is not very accurate that is why you can't see the site and you are redirected like anyone else.
