What would that accomplish? You cannot connect to a phone number by clicking on the link unless you have some type of VoIP system on your PC.
I have seen sites that use an 800 phone number in the HTML title tag. However, I think it is a bad idea. The HTML title tag is used to create the focus for your keyword theme. Unless you think someone is going to search for a site using a phone number, placing the number in the title tag would be a bad idea.
If you are going to use a phone number in the HTML title tag, it should be placed on the right side so as not to dilute the keyword theme focus and the title tag should be less than 60 characters in length so that the number displays in the SERPs.
If a business wants phone calls, I think it is a good idea to place the number on every page in a prominent location, such as just above the menu in a column.
