    The SEO Pro should be able to do the job with the least amount of man hours or have a team to outsource the grunt work.

    I know half of the guys. Some have great knowledge, others don't. Same goes with moderators on forums. I remember the Webmaster World mods telling me at a convention how their position guarantees getting great clients. Not all of them were skilled. But one thing they all had in common was the right connections to get things done when they need to get them done.

    The SEO Pro should have references. They should also have a blog or at least have published some articles.

    It all about getting it done. In SEO there isn't any guarantees. But at the least the work should have been performed as outlined.

    I would say that it depends on the niche. A small time SEO may be able to get good results. But it becomes less likely against the better networked SEOs in some of the more competitive sectors like Real Estate and Gambling.

    An SEO professional is one who is well-versed in the entire field and can very well implement an effective online marketing campaign.
