But then, there are some even on this forum that snub their nose at advertising on a site or sites that have no page rank.
No thought to traffic, it is just page rank.

If it's used pure for linkbuilding, yes.

bro is some ad network (video) pay according to PR one of my site only able to earn up to 1000 cause i only have PR3, basically campaign run for few day then it will stop, cause reach my monthly payout limit

That's a great example of the foolishness of Ad buyers relying just on PR. But this worked in my favor when selling to an advertiser who was impressed by the PR of one of my pages even though traffic was low.
