Agreed but I think that while designing your website you will concentrate on both factors (user as well as search engine) because if your website is not search engine friendly then there is very minor chance of potential traffic (user) and if your site is not user friendly then no user will come back even your site is on the top of GOOGLE, BING, MSN etc.

Build links constantly.

Do it in White hat procedure always.

Natural linking is the way.
