In terms of your new site I recommend you turn off backlink requirement, only when I no longer demanded a backlibk did people begin submitting their proxies @ proxies4u.com (which uses the same script as your site btw).
Little messup proved fatal. The site is backup but all the submitted proxies gone.
I have redirected some major traffic to it now so you should be able to get 50+ visits/day minimum
