It can be done, yes, topproxylist.net doesn't use one, but are you sure you want to? The easiest way of making it more user friendly is just increase the cookies expire time, from 1 hour to 1 year. People will still have to register but they'll only need to login the once, unless they delete their cookies. Then when they click "Submit Proxy" it will go direct to the entry page. It helps to keep out spam. I've got extra things like drop-down category that's blank by default and a tick box to enable submit button, but I still get the odd entry that looks like the cat's walked across the keyboard. The other (best anti-spam) option is captcha but people hate those.

on moreproxies.com. Grilled Chicken did point out to me once that the numbers aren't exact 'cuz of the extra quarter day I missed (why we have leap years) but I think it's close enough
