I think you can't judge a real proxy or spammer thru its domain. You can block .cn domains but I think he can then use a lot of .info domains for spamming too.

The .cn spammer is there again
I really don't understand why he submits proxies that aren't even working...
I mean, he won't get returning visitors and probably he won't have much money from the only visitors who visit his site only 1 time

I deleted 'em all about an hour ago and he just submitted 25 more.
I just banned another IP, but he switches IP's constantly.

The trouble is... and I have been avoiding talking about this publicly... CN's are banned.
No one can submit CN domains -- except this guy and one other spammer. Something they are doing is completely bypassing the domain ban code. We're completely unaware of how he's doing it.
Looking at the server logs, he appears to be doing these submissions by hand.
I'm going to have to set up a network sniffer and grab the actual contents of his submissions.
