Why don't you make ranks? The one who has most of the proxies on Tech-Faq is verifed his proxies rank higher etc. If someone buys first-time then I guess you will have to approve him manualy etc.
Ideally, you should do your own fraud checking before you submit an order to your payment gateway. I would suggest something simple like a fraud checking web service. The FraudLabs website at http://www.fraudlabs.com has such a service and it is free for up to 90 checks a month. It’s free so why not give it a go and see if it fits your requirements. The FraudLabs website has a few different web services, all doing different things. The one you want is called the FraudLabs Fraud Prevention Web Service.
To accept submissions only from members with more than 100 forum posts and acconts older than 3 months on netbuilders (an idea). More people will sign up here and we (the old members) can also benefit. And check every member on this forum requesting a coupon.

People are getting screwed all the time. I for one, am screwed by mass co.cc proxy submitters. Eventually you will get used to it.
A further suggestion - you could remove the charge, and remove the ability to submit altogether. You could then manually add (or hire someone to) quality, new proxies, owned by NetBuilders, submitted at scheduled times.
The benefits of this will include:
knowing where you are sending your visitors.
traffic will be given to worthy proxy owners.
more traffic will be offered to each new proxy.
you will be able to further study when visitors visit proxies.
the potential to help proxy owners use gathered data to their advantage.
As someone else said, learn from the hosting industry.
Maxmind Fraud detection set at a level of 2.5 will stop most of it.
Then, disallow proxies from submitting proxies.
I guess you could "integrate with Netbuilders" and have the 2 week member rule or whatever, but that's totally up to you.
