my suggestion is to limit the submissions by IP address, since some proxy webmaster are promotinng xx domains from a single IP address.
If you limit 5 domains/IP address on one day, everyone would be happy![]()

You have to remember Tech-FAQ is here for the users, not the webmasters. The users benefit more by having a huge amount of, even cheap, domains to use as proxies.

The problem is that some webmasters (Who pay for domains)(Including me at times) aren't getting value even for the 1$ submission fee (Let alone make a profit) because of co.cc proliferation.
The submission fee was supposed to reduce spam submissions (And submissions in general), thereby providing each proxy more exposure and thus bring increased traffic per proxy along with the increased promotion of tech-faq by Will.
However traffic per proxy from tech-faq has gone down quite a bit in certain cases, or at least hasn't notably improved due to those measures. This has been partly due to the *increased* quantity of submissions (Many of them co.cc domains).
