I still think they might be wrong about this. It's probably because they are still working on it, but not letting us know directly. We can't really expect a date, it just has to release when they put it out on all their data centers.
Google has been quiet about Caffeine for a long time. So you could sense that they were having issues. Caffeine is also an infrastucture update and includes a rewrite to the Google File System.

They could have run into some concerns about the rollout. This is too big of a change to take any chances with.

Seems like Caffeine is now totally live on one datcentre, Earlier it was 50% of the time.

The Caffeine infrastructure will give Google the ability to index more of the web which will mean that more links with low "link juice" will be indexed. The links are not necessarily low quality. But rather they are on sites that are part of the "hidden web".
