I think think we all would like are site to have TOMA.
This got me thinking How many sites can you name? I thought of about 10/12 fast.

Does this article have an excessive amount of ads that distract from or interfere with the main content?
What does the number of ads have to do with quality? Will a site get penalized for having in text ads?

We will have to see how this plays out. I'm guessing that celebrity niche won't be affected as long as the content is well written and fresh. Another thing is that the idea is original to say that the article isn't "me too" that 500 sites have also written about.
That's another Google self aberration. People like to find what they are looking for in your speciality or theme and they don't want to waste their time looking for hours to find information scatter around the web. Imagine you find a good site and you get all information you are looking for on well written articles or descriptions on one site, you really don't care if some other sites did something similar.
I don't think that many of the Panda guidelines can be determined by an algorithm. Many of these can only be determined by something with human eyes--and the results would still be very subjective.
Can an algorithm determine if the information can be trusted?
Can an algorithm determine if the author knows the topic well?
Can an algorithm determine if the page offers real value?
Can an algorithm determine if an article contain insightful analysis or interesting information that is beyond obvious?
Can an algorithm determine if both sides of a story are being told?

They can put as many new algorithms as they want, that's not going to solutionate all their problems. Look how many times in a short period they tweaked their main algorithm Panda 1, 2 or now 3, perhaps 4 and 5 lol
Where I am laughing is when I see the same crap ranking high after their new algorithm supposed to fix it. Google always worked for quantity instead of quality, the rest is blah blah blah, only results count, period!
Bing/Yahoo send to us customers, Google send us 10 times more traffic for a limited number of customers from organic search
Bing is working on the right path, all I have to say.
So many algorithm changes run risks of collateral damage and opportunities as well.

I'm finding quick a bit of spam on Bing/Yahoo as well. I'm guessing that for some niches the demographics from portal traffic translate into more buyers. There's also been a lot of noise that Live has been reverse engineering their results to reflect the Google results.
Again I will say this.
I do not freaking care about search engines!
Only webmasters who rely on, have been told they need google, who believe that without google they will go shoeless, worry about what google does day to day.
And then a Google search engineer named Moultano admitted that Google can't use this data in the algorithm -- because they have no system to collect this data. From Hacker News:
