You are very right

Sure when you hear about that:

The aims of Panda are noble: to remove poor quality sites from the top of Google's result pages.

Fist of all, they have to define - Poor Quality Sites - If you are a reputable site and you provide pages with no contents or poor contents actually after the 2 Panda updates they are still ranking high. You can also say adios amigos if you had a lot of poor sites linking to your high quality site, because they aren't gonna count or provide traffic anymore.
