Their algorithm is greatly changed now than that of 10 years ago. yahoo and bing as well as ask or others still have positive effect for that.
Basically the fact described is not true for all the search engine;but this is certainly true for Google.
After reading through this thread I have decided to apply to the Open Directory Project, however, I think it will take a while if ever for them to accept my website. I think in terms of SEO ranking, it's a bit of a toss-up as directories in general have less and less impact on seo.
From what I have seen over the past few years, there is probably about a 10% chance that a good site will get listed. It can take 6 months to over a year just to see if your site gets listed.
Just submit your site and forget about it.

The fact that you need months to show your listings in DMOZ should tell you something and that is: everybody wants to be there and what is the reason then?
The reason is, probably, that the listings of your site are showing in the results of many SEO tools, and I think that maybe that is the good reason, since (as I've seen) Google likes DMOZ, so in one way you get listed from a valueable source and that should give you some pluses in the eyes of the Google, at least that is my logic.
