SEO services is a tough way to make a buck. Most businesses don't have a clue how important or what it takes to get PR on Google (with 80% SE market share, is their anybody else?).
Lots of people say they are SE specialist, but can they prove it? Is your work verifiable? Most people want to see proof. I believe. It's like saying I'm a good eBay seller. Proof is a feedback rating.

I received a file with 20 URLs. A few were social bookmarking, others were Web 2.0 profiles.
The first URL I checked leads to a page that no longer exists.
Another URL (Make Money Online | FeedAgg.com) confuses me a bit. I'm not seeing any direct links to my site, which leads me to believe that it is the equivalent of being 'nofollow' and therefore useless.
There is also an attempt at getting backlinks from Flickr which are tagged with rel="nofollow".
Two other links are from the same domain name: propeller.com
There is a forum post on the Joomla Support Forum and the URL says:
The requested topic does not exist.
There is a link to 'linkedin.com' that doesn't even have a link to my site.
A post was made of the Last.FM forum - but tagged as nofollow.
Finally, the last link I reviewed doesn't have any backlink to my site at all.
To improve this service, I would recommend trying to find sites that are relevant to the subject matter of the site you're promoting. For example, my site is about business and making money, but I have received backlinks from sites about parenting and music from this service - and I don't know how useful such backlinks are.
My Review: This is probably one of the worst services I have ever seen. All of the URLs are from irrelevant websites, most links are either nofollow, don't exist, or have been removed because the site owner's considered them to be spam. I can guarantee that there will be no worthwhile benefit from this service and that it was nothing but a waste of everybody's time.

You said that the backlinks were social bookmarks and web 2.0, but that is not all that I did for you. There were clasified postings, blog signatures, rss feeds, and blog posts.
As far as nofollow and dofollow. My strong opinion is that it is bad to do all of your backlinks dofollow. Google sees both the nofollow and dofollow, and it looks more natural with a mix than if all the backlinks were dofollow.
Your feedage backlink is an rss feed which I guess you didn't notice. Click the title of your feed and it goes to your website.
The second link you posted that you say doesn't link to your site does link to your site as well. Where it says "related link" is a link to your website.
As I say with all of my backlink services, if for some reason one of the backlinks get deleted by a site administrator I will replace it for free. There is no way to guarantee that the backlinks will stay up.
Maybe next time you write such a harsh review you should contact the person you are dissing.
I've been assured by the opp that I will be getting my report tonight. I will try and leave a review, on saturday (est time). Hopefully I will be able to have a better experience then Kovich.
I forgot to comment on what you said about there being two backlinks to propeller Kovich.
Two backlinks located in different parts of a website are just as important as two backlinks to two different sites!
