If you are targeting a certain country then it would make sense to host the site in that country. If it's a .co.uk domain it would make sense that it would be hosted in the UK.

I think the quality of the website matters more..
If you have a scraper site which is hosted in the UK, compared to a high quality site that's hosted elsewhere.. Google is always going to choose the high quality site over the scraper site.
