    Sweet... I have to agree. SEO and site redesign should go hand in hand. If you're redesigning your site it often means you're changing URLs anyway... at a minimum you're usually drastically changing the content on all or most of your pages. And you're going to likely take a temporary hit to rankings and traffic while the search engines absorb your changes. So fix as many SEO issues with your site as possible during this period. That way you only have to take "the hit" once.

    I don't know but for me, redesign just means designing again your site, the facade of your website. It is not necessary to change URLs.

    If you change/modify the URLs, "restructure" is a better term to use and not "redesign" because you are changing the structure of your URLs/Links

    On page optimization…if done right…well it can be tremendously powerful and it may possibly be the edge of your website to achieve good SERP.
