I agree that it's a good idea to take anything that you hear with a grain of salt. Another consideration is that the algorithm is subject to change without notice. So something that was perfectly valid six months ago, may not work the same way as today.

Some small decay makes sense. Consider that 10% less from a PR3 is still more or less still a PR3.
