    If I'm searching for pictures of tigers, and all the results are sites with pictures of tigers, they will appear because of relevancy, but the fastest one out of them will be at the top. It's not like Google is going to show an irrelevant site because the relevant ones aren't fast. Think of it like one of those tournament charts:

    Relevant vs Irrelevant: Relevant Wins.
    Relevant vs Fastest: Fastest Relevant Site wins.

    Also don't use cms when you don't need it. It takes longer to connect and load the data from a sql database. Use php or server side include (.shtml extension) for website with a low number of pages.

    what do i need to do since i have a celebrity blog with lots of images on it? any tips bisides (.shtml extension)?

    SHTML allows you to combine html files. Here's an example using SHTML syntax

    mypage.shtml

    <!--#include virtual="top.html"-->
    <!--#include virtual="links.html"-->
    <!--#include virtual="bottom.html"-->

    You shouldn't have to worry as long as your blog is loading fast.

    It would be easier for you to move to a faster host than to redesign your site.

    At Pubcon, Matt Cutts let it be known that Google intends to start using page load times as one of it's ranking factors and that this is planned to roll out in January.

    Check your page load times. Look at optimizing your graphics and JavaScripts.

    This might also be a good opportunity for web hosting companies to differentiate themselves based upon network and system performance.

    Not only hosting companies, but also webmasters trying to run 100 sites on $2.99 per month plans will be forced to make the move.

    I thought that this has been the case for quite some time, or people have at least been speculating on this for awhile. It may have been a ranking factor for years, and Google is just now making it public knowledge.
