What makes a theme/template SEO friendly?

Apart from the proper use of tags, attributes and a clean code, what makes a theme or template SEO friendly?

Clean code, good linking structure and easy to spider. A pure CSS design is generally considered to be more search engine friendly than table designs.

Some claims of being SEO friendly are BS.
