Wordpress multi site or individual Wordpress site is better in term of SEO point ?

There is no difference in SEO. Its up to user how it will setup each, but both can perform the same.

let said: i have 100 site on wpms, i need only 1 sitemap, one submission to all search engine .... if individual wp setup, i need to repeat it 100 time, so seo/index performance will be same ?

btw what different in setup ??
