Pligg is an open-source CMS that enables people to quickly build sites that have similar functionality to Digg.
You can use Pligg sites to promote your web pages in much the same way as you use Digg to promote your web pages.

many people use such sites to build links.
I guess they are effective to an extent.
and there are tools which can automatize the whole process.
e.g. autopligg - AutoPligg - Pligg Submitter - Syndk8 Toolshed
I regularly use SB sites to get links, but never tried an exclusive pligg campaign.
