Of course, if your only goal is to get the numbers up, it's useless. You can have 1,000 followers which are real and out do an account with 60k followers anyday. The real power is in the retweets anyways.

I don't really get what's the use of buying followers, if you bought them then they might not give real traffic to your website and most of them might be just a spam accounts that doens't care about any twits that you make.

That's why you need to do a test run before you buy an account. Bitly works great for stats, but also watch where the traffic clicks.

And by the way, selling an account IS legal. IF the account comes with a website you are selling.
