It sounds like a problem with your video driver.
I'd set the video mode to 640x480 and 16 colors and see if the system will boot normally then.
If it works, I'd slowly increase the resolution and colors until it doesn't work any more.

Install good antivirus and install latest update and Scan your laptop, if same problem persist then reinstall your OS.I hope this will solve your problem.
If Will's suggestion doesn't work and there are no viruses, try booting to safe mode by repeatedly pressing F8 at boot. Safe mode loads Windows with a minimal set of drivers and generic low-res graphic settings. You might even want to try plugging an external monitor into the laptop and see if that yields better results. If it still looks fried then I hate to say it, but you might need to replace the motherboard in the laptop (since the video is probably onboard and might be burnt out).
