Yes, it is good, how can you feel with a speed below 1Mb ? is not that bad, i had below 1MB, 2 years ago and was not a big problem for browsing, only for downloads and uploads was. As browsing experience i feel ok. If is slow somewhere around 10MB then is another problem.
Keep in mind, when you browse the internet, the response of the server you visit matters as well, plus another factors ( script etc ) not only your speed.

The thing that kinda sucks is that we get really slow speeds in India.
Airtel has launches new 8 mbps and 16 mbps plans, but they dont allow unlimited downloads, and they're pretty expensive.

2 mbps unlimited causes something to the tune of $ 60...

Well, as i previously said, is not that great but is not the end of the world, with a speed of 10 Mb/s or more will feel the internet much better.
