Not sure what type of video you wanted to make, but if you are talking about taking some videos of your computer screen or talking in front of the camera, you can try Camtasia, which is not free, the free version of it is CamStudio.
If you just wanna make a video for youtube you can load up your avi file (if you have a youtube account). If you mean a screen capture like DotComBum said you can easely find a lot of free screen capture programs on the internet by searching google :)
I use Animoto.com for animated images and songs (the files are in Mpeg 4 format). If you really want to make videos and edit them, I guess Flash (it converts all files from Avi and Mpeg) or Adobe Premiere or Adobe Scene Scene7 - Solutions - Demos

When you save your video, make sure "best fit to file size" is selected, and increase the file size until its maxed out. This should give you about a 2 meg bitrate.
I just posted something here that might give you a start.
It does depend on what you want to do in the video. Many laptops now have a webcam built in, so you might be able to use that.
Also, you might want to check out CamStudio, which is free, and it will make a video file of your screen (and your cursor, etc.) and record audio at the same time. Good for showing example websites.
