I've never used Photoshop, so I don't know what would be a good comparison. I started, years ago, with FXFoto - it was simple to use and even the free version had most of the features I needed. Been using GIMP for about a year now and still, occasionally, go back to FXFoto for some functions.
If at first you don't succeed - you may be living my life.
I miss the one that used to be bundled with MS Office. I could fly with that thing and it had seriously nice functions, but it didnt like XP when it came in and they discontinued it.
Been using INKSCAPE lately.
Free, and it seems to be full featured... tho I havent figured out some pretty easy functions yet so it isnt a snap to pick up. I did note there are some tutorials on Youtube for it and that helps.
