It is true that PhotoShop.com provides (limited) free online editing.

PhotoShop.com does have PSD support, but there are some caveats. An excerpt from their FAQ:

Q: What photo file formats and sizes can I upload to or download from Photoshop.com?

    A:
The answer to this question depends on how you're accessing Photoshop.com. From a web browser, you can directly upload JPEG photo files--the most common format used in cameras--up to 10 MB in size and up to 6000 pixels in height or width. Using your installed copy of Photoshop Elements 7 or Premiere Elements 7, you can upload any or all of the file formats supported by those applications, including raw, TIFF and PSD images and AVI video files. You can download copies of any files stored at Photoshop.com, regardless of format, using your web browser, Photoshop Elements 7, or Photoshop Elements 7.

The limited free service means? Do we have to pay for getting the full access? and is it similar to our desktop psd application?

Seriously man, read the PhotoShop.com FAQ.
Q: How much does Photoshop.com cost?
A: The Photoshop.com service is currently available at two levels of membership--Basic and Plus. The Basic level is free with the option to purchase additional storage space starting at $19.99 per year. The Plus level costs $69.99 per year with 20 GB included storage space, and $129.99 per year with 100GB.

Q: What do I get with each level of membership?
A: Both versions give you a personal URL to access your account; online private and public sharing, tutorials; online photo management, editing and interactive photo galleries; browser-based upload and download; anywhere access to your photos and videos from Photoshop Elements 7 and Premiere Elements 7, including syncing and backup from your desktop to the web; mobile access; and 2 GB of online storage space. The Plus version adds special artwork, album templates, and effects, and a total of 20 GB of online storage.

Q: Can I add additional storage space to my membership?
A: For the Basic membership, a total of 20 GB storage space is available $19.99 per year; 40 GB for $39.99 per year; and 100 GB for $99.99 per year. A Plus membership costs $69.99 per year with 20 GB included storage space, and $129.99 per year with 100 GB.

Q: How can I purchase a Plus membership?
A: Plus-level membership is only available to customers who also purchase Adobe Photoshop Elements 7 or Adobe Premiere Elements 7 software. This is because you will need the Organizer in Photoshop Elements 7 or Premiere Elements 7 in order to use most of the additional features of Plus membership.
