Unfortunately it is not easy. Some comapnies will give ESTABLISHED companies the ability to purchase the credits at a highly discounted rate. (Like $5.00 per $50.00 credit). You must also buy them in bulk.

@Kdisk and others: Do people actually choose a host just because of those credits?

It depends. When I first moved to HostMonster several years ago, I will admit that I did not touch the Ad Credit for almost 2 years. At that point, I was just running a personal home page.
After I became more business centric, then I started using it.
I dont think that those credits will always be used as a deciding factor.
