1&1 is a criminally awful domain registrar, and it appears their hosting is no better. Here is a response from "tech support" to a customer request to enable PEAR on his shared hosting:

Hmmm, that sounds like a "Help Desk" response I've gotten at least once per organization that I have been a part of the last 15 years...
"Sir, please submit your trouble ticket for your loss of Web/Internet services via....yup, the Web Portal that is unreachable :)"
