    Setting up a web site on a VPS server is no different than with any other server except that you have to configure the web space first. This can be different on different VPS server configurations, so there isn't any one answer to this. You have not given us enough info.

    Your hosting company should provide those instructions.
    You can have it fast, good or cheap. Pick any two.

    You might be better off choosing a shared hosting account if you are just starting off, but if you need a VPS I recommend you choose a provider that offers management services, and get a control panel installed (like Cpanel), it will make it a lot easier to administer your site.

    I would not start with a VPS. If you are at the beginning you should choose a shared hosting that has cPanel. After you site gets bigger and the traffic increase you can upgrade to VPS.

    Virtual Servers are not so hard to work with. I prefer managed service: this means the hosting company will install the control panel for you. This usually cost more, but it is more easier to manage.
    Most of companies has a good live support and knowledge base were you can find useful information about how to manage your hosting server.

    Wow...okay, whether you just got on the internet for the first time today, or you have been on since day one...time frame means squat when it comes to what you need in hosting!

    Stop telling people that you have to start with this and build up, blah blah blah blah....
