Tmzhosting has been good for the past 10 months. But did you notice the time when the server went down? I'm on the same server as well and had a loss of $xx. But I just can't blame them. This was for the 1st time. Even I was equally annoyed as you are, but such small things happen. You shouldn't get annoyed and ask for a refund. Don't forget that Tmzhosting has served you for 4 long months without any downtime or problems (and you probably have got orders worth thousands because of this). Anyway, I don't think you should make this small downtime an issue and move on. 5 hours of downtime in 4 months is like the best uptime any provider could offer. As far as your $1500 order is concered, talk to your client again and I'm sure you'll get it back. Even if you don't, there is always a next time.
