You would just write a program that connected to the other web sites using HTTP and recorded the data in your database.
It would probably be easier to install a proxy list on your own site though.

I'm still learning about proxy niche and related scripts so bear with me. After I install the proxy list script, I need to update the list, right? Don't I need to manually update the list or someone needs to submit a proxy site? I want to automate this update process, possible with the help of some existing tweak or script?

I think I'm the only person crazy enough to run proxy lists with auto-accept.
I get a lot of spam because of it, but I'm hoping to resolve that algorithmically.
One other alternative is to use a feature of Proxy List Script, which allows proxy list site owners to make their proxy lists available to other sites with a short JavaScript.
Here are two sites which support that feature. Just paste one of these lines into your website and suddenly you have a zero-maintenance proxy list.

Made me laugh. Your not the only one however I am not remotely close to getting the amount you get.I think I'm the only person crazy enough to run proxy lists with auto-accept.
