I run a cpm adnetwork now
accept web proxy sites. not proxy bot traffic.
US CA UK traffic can be $3/CPM
$3/CPM, PTP Allow mostly countries traffic!

China is just as bad for different reasons, they do not speak English, the citizens have an average income of about $ 2.50 USD per day. So you can not sell them something at the cost of living costs of a U.S. citizen, for example. They would not be able to simply pay what your advertisers are trying to sell.
