is rotating banner also gives contribution to "unique content" term???

What I do, is another banner (just change the text) + unique content...
Though, I use the same template on around 10 same proxies but I don't think Google would ban us for that as banner & text changed (but not colours from templates)

Are you sure about this? I see nothing in the TOS or Guidelines that does not allow parked domains/duplicate content.

How many people do you know that got banned? I had 90 sites and most of them used the same text...I've recently changed this, trying to get "un" smartpriced..but I never thought they would ban me for that...Is it just one person that got banned?

No, there are more, but PWA is a user who you can ask it too.
Though, if someone crashes in a new built plane, because of the wrong engine, would you use the same sort of plane again or would you use another plane with another engine?

It's the same here, don't 'wait' till Google bans you as they do! (Look to all MFA owners / PLR content owners) Make sure Google WON'T have a reason to ban you instead.

It actually falls under the "Webmaster Guidelines" of the Adsense Program Policies which links to the Quality Guidelines which in turn states :

Don't create multiple pages, subdomains, or domains with substantially duplicate content.

Haha, takes a few clicks, but it's there.
