It's possible that the firewall has banned your IP Address.

If I am not mistaken this seems a bit of an academic exercise accessing one's CPanel using a proxy ...

Anyway, have you tried using IP and Port number 2082/2086 ?

can i configure it back if i logged in using the proxy?

Sure, you'd just login and go into CSF and delete it from the Deny IP tables.

Edit: I'm assuming you have root access. If you are on a shared plan, contact your host.

Flushing the DNS resolver cache worked for me when I had a similar problem logging into cpanel.

Go to the command prompt and enter

    ipconfig /flushdns
